Neighborhood Youth Organizations

The Neighborhood Youth Organization License is optional.

Neighborhood Youth Organizations are governed by the following rules:

  • 7.701 - General Rules for Child Care Facilities
  • 7.720 Neighborhood Youth Organization Rules

 

Apply for a Neighborhood Youth Organization License

Process

The licensing process takes approximately 90 days once an application packet is received by the Division of Early Care and Learning (DECL). The licensing process includes the following steps:

  1. Submit a completed application package and licensing fees to the DECL at least ninety (90) days prior to the proposed opening date of the facility.
  2. The licensing applicant(s), facility owner(s) and employee(s) of a Neighborhood Youth Organizations may complete background checks (background checks are optional for this license type).
  3. Once the licensing package is received and processed, a Licensing Specialist will contact the applicant to schedule an inspection of the facility to verify compliance with licensing rules and regulations, and to determine if a license should be issued.

Submitting Your Application

Submit the following to the Division of Early Care and Learning:

  • Signed and completed Original Application for a Neighborhood Youth Organization License.
  • Signed and completed affidavit (this must be completed by independently owned facilities).
  • Required attachments (see rules and regulations; may include handbook, policies, facility forms, etc.).
  • Check or money order payable to the Colorado Department of Human Services for the licensing application fee.

Submitting Your Background Check Information

Colorado state statute allows Neighborhood Youth Organizations the option to complete background checks. If you are interested in participating in either background check type, please complete the following steps:

Submit the following to the Background Investigation Unit:

  • Signed and completed Facility Background Inquiry Form.
  • Check payable to the CDHS-BIU Records and Reports for required Background Investigation with required fee.

  • Completed fingerprint cards (order from State Forms).
  • Check payable to the CBI for required Criminal Background Investigation and Federal Bureau of Investigation fees.
